He holds a Bachelor Degree, Majored in History, from University of Cairo, Egypt.
He has been holding the position of Head of Labors Standards Development Authority in Sharjah emirate, since 2015. Throughout his +30 year professional career tenure in the field of Higher Education, Mr. Al Qaseer also held various higher administration positions in the U.A.E. universities. He joined the American University since its inception in 1997 until 2015 where he gradually assumed different positions starting as University General Affairs Director Assistant to University General Affairs Director Deputy. Previously, he worked for United Arab Emirates University from 1980 until 1997, a period during which his positions were as follows: Head of Scholarships Section; Director of Public Relations and Housing Department; Director of Public and Cultural Relations; University Deputy Director for Community Service Affairs.
He also held positions in the Academic management when he was appointed as a chairman for the Academic Office of Sharjah Emirate, before joining Labor Standards Development Authority. During his tenure, Mr. Al Qaseer took part in representing the universities in various committees inside and outside the U.A.E. Furthermore, he took part in organizing educational and cultural conferences and symposia, in addition to taking part in many several other training courses for the higher education leaders and officers inside and outside the U.A.E. Currently, he is the head of United Arab Emirates Sports For All Federation. He also served as a member in the Sports Union for Higher Education Establishments until 2015. He is a founding member in so-called previously Sharjah Sports Council. Mr. Al Qaseer also took part in many other fields: a member in Tamyaz and Falak Tayeb Award for Finance Sources, and a member of Ramadan Festival in Sharjah.
